This “shadow workforce”—temps, freelancers, contractors—often lives outside traditional HR systems. Yet it represents 40–50﹪ of labor spend in many firms. Smart orgs are using data to track, plan, and optimize this talent pool—comparing expenses, contract types, and sourcing channels.
